The strict observance of International Humanitarian Law

“If we are going to talk about a cease-fire or putting and end to hostilities, this should include putting and end to kidnapping and extortion. These crimes are a means to finance activities that are clearly illegal and, day after day, affect the civilian population taking no part in the conflict. This is what the Colombian people and the international community demand, as they bear witness to the duplicity of this group. They demand, as the President of the Colombian people does, the strict observance of International Humanitarian Law”.

Editorial Note
The Newsletter of the Observatory on Human Rights in Colombia of the Vice President’s Office is to be published monthly from this issue onwards. The Agency for International Development, USAID/Colombia, makes this publication possible. With a print run of 5,000 copies, it is distributied free of charge in Colombia and abroad. The aim of the Newsletter is to provide information about the situation of Human Rights and International Humanitarian Law in Colombia, and about the progress made and the difficulties encountered in the carrying out of the policies adopted by the state and the government of Colombia, and the efforts made by Colombian society in these areas. The FIGURES section contains analysis made by the Observatory on Human Rights of the Vice President’s Office, based on data from both official bodies and non-governmental organizations. The PROFILES section publishes contributions from Human Rights organizations for the spreading of their aims, programs and accomplishments. The FOLLOW-UP OF CASES section reports on the progress of cases relating to serious violations of Human Rights. It is based on information provided by the judicial authorities. Because of space limitations it is not possible to include all the details about developments in these cases.
