Kidnapping
of Irish Citizens
On July 9, 2001, Tristan James and Javier Novoa were kidnapped and subsequently
murdered at Hoya Grande municipal district, municipality of Icononzo,
department of Tolima. The Human Rights Unit of the Prosecutor General's
Office ordered criminal proceedings to be instituted in connection with
these crimes, involving two individuals who are members of the FARC. Warrants
were issued for their arrest.
Kidnapping
of Criminal Investigation Officials
On March 9, 2000, Edilberto Arturo Linares, Carlos Augusto Ibarra, Danilo
Javier Carrera, Hugo Alberto Quintero, Mario Abel Trocha, Jaime Elías
Barros and Israel Alberto Roca, officials of the Technical Investigations
Unit of the Prosecutor General's Office who were carrying out the exhumation
of human remains in the municipality of La Paz, Cesar, were kidnapped
by members of a self-defense group. In connection with this event, on
February 14, 2001 the Human Rights Unit of the Prosecutor General's Office,
on the basis of the results of the preliminary proceedings, issued an
indictment against Jhon-Jairo Esquivel, alias "El Tigre", for
suspected aggravated kidnapping and formation of illegal armed groups.
At present, the Valledupar Criminal Circuit Court is conducting a trial.
Kidnapping
and murder of a Former Minister of Culture
On September 24, 2001, near the municipality of Patillal, in the department
of Cesar, subversives of the FARC kidnaped Mrs. Consuelo Araujo-Noguera,
former minister of Culture. Her body was found on September 30 in the
Sierra Nevada de Santa Marta mountain chain. In connection with these
events, the National Human Rights Unit of the Prosecutor General's Office
issued nine warrants for the arrest of members the FARC's leadership.
A resolution containing the above warrants also ordered the arrest of
seven members of the FARC Secretariat, on charges of conspiracy to homicide,
rebellion, terrorism, and kidnapping.
