Peace and the military forces

"To achieve peace, a yearning felt by all forty million Colombians, I have spared no expense, and I will spare no effort. And I do know that we can only do it by following two courses of action, which at first sight might seem contradictory, but are in fact, the basis for a lasting, stable and democratic peace.

On the one hand, the process of dialogue and negotiation, that we have promoted with determination and patience...
On the other, we need to strengthen our Armed Forces, the only legitimate forces of Colombia, and the only ones that act within the framework of our Constitution, in order to ensure that they have the capacity to repel and contain any attack against the institutional order, citizens' rights and peace...

It is indispensable for Colombia to count on strong, modern and professional Armed Forces; Armed Forces that do promote the interests of the nation, and are able to guarantee peace and security among their compatriots."
