Alfredo Vázquez-Carrizosa - Obituary

On December 19 Alfredo Vásquez-Carrizosa died at the age of 92. Between 1939 and 1945 he was Envoy to the International Labor Organization. Later on, he was Colombian Ambassador to the United Nations, the Organization of American States, and Belgium, and Minister of Foreign Affairs between 1970 and 1974. He was President of the Permanent Committee for the Defense of Human Rights, a non-governmental organization, ever since its foundation in 1979. Mr. Vázquez-Carrizosa was a fervent defender of the right to life and advocate of the fight against impunity and the democratization of the Colombian Armed Forces, and rose his voice against the National Security Statute. As a member of the 1991 National Constituent Assembly, he has a driving force behind the provisions of Colombia's present Constitution prohibiting enforced disappearance and torture, and ordering Congress to give priority to the approval of international human rights treaties.
