The notion of Human Rigths

The government holds the opinion that it is important to gain a deep insight into the cultural, ethical and legal dimensions of Human Rights. On an international level, careful thought, and experience obtained through the application of novel judicial means to bring perpetrators of Human Rights violations to justice, clearly indicate that these perpetrators, whether they are individiuals or groups, are fully responsible for their acts. International Humanitarian Law, for its part, contributes to the change of traditional visions through its capacity to protect the weak, lessen cruelty in armed confrontations and attribute responsibility to all armed protagonists who commit war crimes. By highlighting these facts, no evasion of the obligations and the duty to provide protection that the state has is sought. The aim is to ensure that sanctions and punishment for grave violations of Human Rights and International Humanitarian Law are more rigorously and objectively imposed among the various protagonists in the armed conflict.
