TThe National
Human Rights Network is a communications channel for information exchange
among different state entities responsible for Human Rights in Colombia.
It was created in 1994 with the support of the Government of the Netherlands
for the fundamental purpose of strengthening the institutional response
regarding the struggle against impunity in cases of Human Rights violations.
At present, the RDH is being technically strengthened through international
cooperation, so that it will allow up-to-date and timely data exchange
between investigative and punishment agencies on the most relevant cases
nationally and internationally of Human Rights violations and infringements
of International Humanitarian Law. In addition, it will permit the collection,
processing and make known information on the humanitarian situation of
this country and State's performance in facing that situation.
The communications network, which is administered by the Office of the
High Counselor on Human Rights, has network points in the following user
entities: The Prosecutor General's Office, the Attorney General's Office,
the Public Defender's Office, the Ministry of Defense, the Forensic Medicine
Institute, Administrative Department of Security (DAS), National Police,
the National Army and the Ministry of Foreign Affairs. This network makes
inter-institutional programs possible, such as the identification of individuals
who have disappeared and unidentified cadavers (NN's).
